Purdon was engaged by Multiplex, Infrastructure Canberra's (iCBR’s) Delivery Partner for the Northside Hospital Project. As part of our initial engagement, Purdon provided strategic planning advice to establish a clear, robust and efficient approvals pathway under the ACT Planning Act 2023 and the Commonwealth EPBC Act. Our involvement included initial advice to the project team on potential pathways, identifying and facilitating early engagement with relevant government stakeholders and guiding design to fit within the legislative framework for an Environmental Significance Opinion (ESO) demonstrating potential impacts could be managed without the need for a full Environmental Impact Statement.
This strategy was central to mitigating approval risk, reducing program timeframes and providing greater certainty for project staging.
Purdon coordinated inputs across the consultant team, framed the planning and environmental design strategies to align with Commonwealth and Territory policy objectives, and advised on next steps toward future development approval.
The approach emphasised efficiency, regulatory clarity and constructive engagement with approval authorities to support timely delivery of major healthcare infrastructure. The project is ongoing and Purdon is engaged for DA submissions in-line with the approval strategy.
