Purdon Planning provided urban planning services for the successful Development Application and Lease Variation for a medium-density residential development in Dickson, ACT. The project involved the demolition of three existing dwellings and the consolidation of 3 blocks to facilitate the construction of a contemporary four-storey apartment building comprising 21 dwellings over two levels of basement parking.
The project represented one of the more complex residential approvals undertaken following the commencement of the ACT's new Planning Act 2023 and Territory Plan 2023.
As one of the first developments of its scale, in an existing residential area to progress through the amended planning framework, the assessment required careful interpretation of newly introduced legislation and planning provisions that had limited precedent. Purdon worked closely with the project team and the Territory Planning Authority throughout the assessment process, providing strategic planning advice, managing technical planning issues, and facilitating a collaborative pathway to approval.
Our role included preparing and managing the Development Application and Lease Variation, coordinating specialist consultant inputs, undertaking a comprehensive assessment against the new ACT planning framework, responding to requests for further information, and liaising extensively with the planning authority. The Lease Variation consolidated the three blocks and limited the permitted number of dwellings to 21, while the Development Application also incorporated associated works including a new driveway verge crossing, service reticulation amendment, landscaping, and tree removal.
The Development Application and associated Lease Variation were successfully approved, demonstrating Purdon’s ability to navigate complex statutory approval pathways and deliver successful outcomes under a newly established legislative and policy framework.
