Background

Purdon has been engaged by TP Dynamics to prepare the Estate Development Plan (EDP) Development Application (DA) which has established the key infrastructure to enable individual developments on block 7 section 67 Lyneham. Consultation for the EDP was completed in September 2022.

The Proposal

Purdon is undertaking Pre-DA community consultations for the buildings within Stage 1 of Block 7 Section 67 Lyneham (Part of Yowani Country Club).

The proposed development within Stage 1 include buildings A, B, D, F and H. Each of these buildings are subject to this Pre-DA community consultation process.

Proposed Land Uses:

  • Buildings A, B, and D – Residential
  • Building F – Mixed-use building with community facilities
  • Building H – Commercial office building

Statutory Planning

National Capital Plan

All developments situated within 200m from centre of the Northbourne Avenue are subject to the special requirements implemented by the National Capital Authority. Following the adoption of the City Gateway Framework, National Capital Plan (NCP) Amendment 91 removes the requirement for Development Control Plans along the Corridor. The amendments to the NCP impose building controls, setbacks from Northbourne Avenue, landscaping and other design elements that apply to the Corridor.

Objectives for City and Gateway Corridor:

  • Create an identifiable approach, which increases in formality as it gets closer to the city centre and Central National Area, and which clearly signifies the symbolic and functional roles of the National Capital.
  • Encourage a design-led approach to development with a focus on high quality interfaces between built form and urban landscapes.
  • Ensure that buildings and landscape exhibit design excellence in recognition of the corridor’s role as a key northern approach route to the city.
  • Create a landscape setting, including deep root plantings, to provide amenity, assist with climate control, and create comfort for pedestrians.
  • Encourage sustainability as a base requirement for all new buildings.

The EDP ensures the objectives are incorporated into the overall design by means of landscaping, block alignment and other design measures.

The proposed individual developments within Stage 1 are consistent with the design requirements of the NCP.

Territory Plan

The subject site is located within CZ5 – Mixed Use zone, which permits the proposed uses proposed within the precinct.

The overall development as well as the individual buildings proposed within Stage 1 is considered to be consistent with the various applicable Territory Plan Codes and relevant NCP requirements. The Territory codes applicable to the developments include the Lyneham Precinct Code, the Commercial Zones Development Code, and the general codes where applicable.

The proposals subject to this consultation respond well to the overall objectives of the CZ5 – Mixed Use zone, which are to:

  • Encourage higher density residential development in locations with convenient access to transport corridors, and commercial and employment centres
  • Create an efficient and sustainable urban environment and provide for a diversity of living, working and recreation opportunities
  • Maintain and enhance environmental amenity and undertake development using best practice environmentally sustainable development principles
  • Encourage a standard of urban design that is consistent with selected major avenues, approach routes and other strategically located areas
  • Encourage activities particularly at street frontage level that contribute to an active public realm
  • Promote active living and active travel
  • Provide a high quality public realm by facilitating active uses on ground floor level that connects with the wider open space, pedestrian and cycle networks to promote active travel and active living.
  • Provide a mixture of compatible land uses and integrate suitable business, office, residential, retail and other development in accessible locations so as to encourage walking and cycling, and maximise public transport patronage.

Community Consultation Program

We are currently consulting on buildings A, B, F and H. The community is invited to view the plans and provide feedback on these buildings between 27th October until 11th November 2022.

We will be hosting two online information sessions:

  • Session one: 3rd November 2022 at 5:30pm (Buildings A, B, F and H)
  • Session two: 9th November 2022 at 5:30pm (Buildings A, B, F and H)

Future Consultation: Buildings D will be scheduled for community consultation in the near future. If you have registered to attend one of the above sessions, we will add you to our mailing list and inform you when consultation for development D has been scheduled.

Individual Building Proposals

Building A

AMC Architects

The proposed development is for construction of two residential buildings located on the south west corner of the precinct boundary. Each of the buildings will be six storeys with approximately 75 apartments in total and combined basement parking on two levels.

Building B

Cox Architecture

The proposed development is for the construction of mixed residential typology (apartment and townhouse) located adjacent to the central park proposed within the precinct.

The proposal provides approximately 94 residential dwellings with two levels of basement parking.

Building F

FMB Architects

The proposed development is for the construction of a mixed-use building located along the new Swinden Street extension and sits east of building A.

The ground level of the building consists of a café, small scale supermarket and also houses the waste management facility for the entire precinct.

The remainder of the building is proposed to be residential use with approximately 68 apartments and two levels of basement parking.

Building H

The proposed development is for the construction of a new four storey commercial building located between Northbourne Avenue and the proposed central park within the precinct.

The proposed commercial building is strategically located to be in close proximity to the Light Rail network, as well as the existing active travel routes.

In addition to the Territory Plan, the site is also subject to special requirements under the National Capital Plan.

Project Timeframe
